9 Procedural Business
(a) Declarations of Substitutes
9.1 Councillor Guilmant was present in substitution for Councillor Hewitt.
(b) Declarations of Interest
9.2 There were no declarations of interests in matters listed on the agenda.
(c) Exclusion of Press and Public
9.3 The Committee considered whether the press and public should be excluded from the meeting during the consideration of any of the items listed on the agenda.
9.4 RESOLVED: That the press and public would not be excluded from the meeting during consideration of any of the items contained the agenda.
10 Minutes of the Previous Meeting
10.1 RESOLVED – The minutes of the Licensing Committee (Licensing Act 2003 Functions) Meeting held on 20 June 2024 were agreed.
11 Chair's Communications
11.1 The Chair addressed the committee and stated that they were looking at the licensing policy review, which was ongoing. A licensing summit will be held before the end of the year, and then the public will be invited to make comments relating to any aspect of licensing.
The Chair noted that the city of Brighton and Hove was a safe city, however, they had noticed an increase in violence, particularly sexual assaults on women. The chair is working with Councillor Cattell, and they are working with Councillor Daniels on this matter. The Chair also noted that Brighton and Hove queer safe spaces needed to be protected in this vibrant city.
12 Callover
12.1 The Democratic Services Officer stated the items on the agenda and the following were called for discussion by the committee:

13 Public Involvement
13.1 There was none for this meeting.
14 Member Involvement
14.1 There was none for this meeting.
15 Licence fees 2025/26
15.1 The Regulatory Services Manager introduced the report to the committee.
15.2 Councillor Fowler was informed that:
· The licensing of dog walkers in the city could be looked at and reported back to the committee.
· The breeding of cats and dogs could be looked at within the national guidelines.
· No licence was required for a cat café, only the health and safety could be investigated.
15.3 Councillor O’Quinn was informed that:
· The council could reach out to other authorities for best practice on dog walkers licensing.
· The breeding of cats and dogs could be looked at.
· Street trading could be looked at the licensing summit.
15.4 Councillor Davis was informed that:
· The council could set a precedent regarding licensing dog walkers and that would be a benefit to the city.
15.5 Councillor Sheard was informed that:
· The Sex Entertainment Venues (SUV) rates were not subsidised.
15.6 Councillor Guilmant was informed that:
· Street trading rates were looked at.
15.7 Councillor Thomson was informed that:
· That licensing may only look at areas covered by licensing criteria and single use plastics were a challenge.
15.8 The Chair invited the committee to vote on the recommendations.

15.9 The committee voted unanimously to agree the recommendations.
15.10 RESOLVED:
2.1 That the committee approves the following licence fees for 2025/26:
Taxi Licence fees - as set out in Appendix 1.
Sex Entertainment Venues and Sex Establishments fees – as set out in Appendix 2.
Street Trading fees – as set out in Appendix 2.
All Gambling Act 2005 fees – as set out in Appendix 2.
Body piercing – as set out in Appendix 2.
All Animal Activity Licences fees - as set out in Appendix 3.

16.1 The committee did not request any items to be referred to full council.
